What is CPSR?

A Cosmetic Product Safety Report (CPSR) is a crucial element of the Product Information File (PIF) for any cosmetic product. It provides essential details about the product and determines whether it is safe for consumer use. The CPSR is divided into two main parts:

Part A – Cosmetic Product Safety Information: This section includes the product formula, which details the qualitative and quantitative composition, as well as specifications for the raw materials, finished product, and packaging. This information is provided by the manufacturer or brand owner.

Part B – Cosmetic Product Safety Assessment: This part covers the assessment of the information provided in Part A, alongside relevant testing and calculations. It ensures that the product complies with regulations and is safe for consumer use. It also includes any precautions for use that must appear on the label and the credentials of the assessor responsible for the safety approval.

Who Needs a CPSR?

A Cosmetic Product Safety Report (CPSR) is a legal requirement for any cosmetic product placed on the market within the European Union (EU), the United Kingdom (UK), and other regions with similar cosmetics legislation, such as Israel, Gulf countries, and ASEAN countries. This requirement is based on the EU’s Regulation (EC) No 1223/2009 and the UK’s Schedule 34 to the Product Safety and Metrology etc. (Amendment etc.) (EU Exit) Regulations 2019.

Who Can Conduct a CPSR?

Not everyone is qualified to conduct a cosmetic product safety assessment. The Cosmetics Regulation specifies that the assessment must be carried out by a person with formal qualifications in relevant disciplines such as pharmacy, toxicology, or medicine. The individual must have a diploma or equivalent qualification recognized by a Member State or, in the case of the UK, by the Secretary of State.

What Do I Need to Order a CPSR?

To order a CPSR, the first step is completing a Product Form, which collects the following information:

  1. Company/person details
  2. General product information (name, category, packaging, etc.)
  3. Product formula
  4. Chemical, physical, and microbiological specifications
  5. Stability and challenge test results (if relevant)
  6. Product artwork and label
  7. Once the form is completed and payment is made, the safety assessment process for your cosmetic product begins.
